A Precinct Committeeman (PC) is the official representative of the Republican Party in Festival Ranch. They are the primary political contact among our neighbors, candidates, and elected officials. It is their job to make sure Republicans and conservative Independents in our community are well informed and confidently cast their vote.
The office of precinct committeeman is defined in Arizona Revised Statutes (ARS) Section 16, Chapter 5, Article 2. (link file: AZ Statute 16-822 - Precinct Committeeman) The precinct committeeman is an elected official with responsibilities prescribed by the State and the Republican party. PCs are elected in August of even-numbered years for a two-year term. Between elections, a PC may be appointed by the Maricopa County Board of Supervisors.
There are currently 23 elected and one appointed Republican PCs in the combined four precincts of Festival Ranch. There are five appointed PC positions in Festival Ranch currently available (as of April 1, 2025). There are unlimited opportunities available to volunteer as a PC assistant who helps with PC Activities.
PC’s have a tremendous influence on the Republican Party and Grassroots activities in our State, County, Legislative Districts and especially our community. For example, PCs elect our county and state Republican Party leaders and recommend a replacement for a State Senator and State Representative should a vacancy occur before the next election. The level of a PC’s participation depends on the individual. In general, do what you can, when you can. Time is life’s most valuable commodity. Freedom determines how we choose to use our time. If you want to protect our freedoms, promote conservative principles, and help elect Republican candidates, this is a position to consider.
Becoming a Republican PC is not difficult. If you’re registered to vote, then you are eligible to be a PC. There are two ways to become a PC. Get elected in a primary election or appointed outside the election cycle if a vacancy exists in your precinct. The next primary election will be held on August 4, 2026.
Current PCs were elected in August 2024 for a two-year term and are up for reelection in August 2026. To become a PC between elections, you must be appointed by the Maricopa County Board of Supervisors. If you would like to apply or need more information, click here.

The Request to Speak program (RTS) is designed to allow the public to register an opinion online about bills listed on agendas from your home or office. You can also request to speak on a bill in person at a committee hearing.
When the committee is in session, the committee members, and the public, will see a list of names of people who have registered an opinion. Also visible is who the person is representing and the comments the person may leave in the comment box. This information is also available if a person searches past committee agendas. Legislators will see your bill position throughout the process.

If you create an account on your own, you are required to come to the capitol the first time you use the RTS system. When you come to the Capitol, you can create an account and sign in on one of the Kiosks in either the House or Senate. You will only be able to use the Bill Status Inquiry application to track activity on a bill, not register an opinion, or create a request to speak until you come to the capitol and sign in on one of the Kiosks. You only need to physically come to the capitol once. After that, everything can be done at home.
